In the background are Sir Ifan ap Owen Edwards, Elwyn Roberts, T. W. Jones MP, T. I. Ellis and Gwynfor Evans, President of Plaid Cymru.  The petition was signed by 240,652 individuals (about 14 per cent of the total Welsh electorate).
